Chief Administrative Officer

The Town of Faro is currently seeking applications for a full-time permanent – Chief Administrative Officer (CAO) to oversee municipal operations, provide strategic leadership, and manage financial and governance responsibilities.

The Town offers an attractive compensation package, up to 9% RRSP contribution, benefits, and relocation assistance (if required).

Position Description

Position Title: Chief Administrative Officer (CAO)
Classification: Permanent – Fulltime – Senior Executive Level
Salary Range: $114,837 - $150,000 (commensurate with experience)
Department: Municipal Administration
Immediate Supervisor: Mayor & Council

Purpose

The Chief Administrative Officer provides leadership and direction to the Town of Faro administration and provides advice to Council in implementing its strategic priorities. Using a broad scope of knowledge, the Chief Administrative Officer deals with highly complex issues including strategic planning, finance, budgeting, accountability, people management and public policy development, and is responsible for the implementation of strategic and corporate goals.

As the senior executive of the Town the Chief Administrative Officer is appointed by Council to manage and direct the overall operations of the Town, subject to legislative provision and the direction of Council and is primarily responsible for carrying out the goals and objectives of the Town Council.

Qualifications Required

A combination of experience and education will be considered.

Education:

  1. Degree in Public or Business Administration, Planning, or a related field from an accredited institution.
  2. Applicants with equivalent related experience supported by formal education will also be considered.
  3. National Advanced Certificate in Local Authority Administration (NACLAA) certification is preferred.

Experience:

  1. A minimum of 5 years of diverse senior management experience in municipal or related administration, with strong credentials in strategic planning, financial management, and a demonstrated history of community involvement.
  2. Proven fiscal management experience, including knowledge of accounting and budgeting procedures and practices.
  3. Demonstrated success in developing and implementing comprehensive strategies.
  4. Knowledge of Safe Work legislations and implementing safe work practices into the workplace.
  5. Experience working effectively within a union environment.

Skills:

  1. Strong leadership, communication, and interpersonal skills.
  2. Ability to think creatively, make sound and effective decisions, build consensus, and effectively manage change within a framework of policy and legislation.
  3. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  4. Awareness of changing global, national, and Territorial realities and their potential impact on the community.
  5. Possession and maintenance of a valid Class 5 Yukon Driver’s License with a responsible driving record.

Other:

  1. Able to effectively manage priorities with minimal supervision.
  2. Demonstrate and maintain the highest degree of professional standards, integrity, and ethics.
  3. Maintain strict confidentiality regarding privileged information gathered as a result of one’s role with the Town.
  4. Comply with all Town Bylaws, Policies, and Procedures and provide recommendations for their improvement.
  5. Must be able to secure a clean Vulnerable Sector Policy Record Check.

Duties and Responsibilities

Leadership:

  • Represent the Town and work closely with Federal and Territorial governments, other municipalities, agencies, appointed boards, committees, and public and private officials.
  • Provide personal leadership for projects and programs that are highly sensitive, political, or controversial.
  • Lead the development and maintenance of an organizational culture that supports the Town’s strategic direction.
  • Direct and monitor the Town’s labor negotiations and labor relations programs and initiatives.
  • Participate in local, Territorial, and Federal meetings and conferences to stay current on trends and technologies related to municipal programs and operations.
  • Maintain effective relationships with the media in accordance with Policy #E 1-08 Media Policy.

  • Enhance sustainable management systems, processes, and measurement techniques to improve Town operations.
  • Ensure the integrity and management of information at all levels.
  • Maximize organizational effectiveness through comprehensive human and financial resource accountability systems.
  • Manage conflict and stress, remaining composed and serving as a mediator in crisis situations.

Relationships:

  • Report to Town Council and be fully accountable for the discharge of responsibilities and authority.
  • Supervise a team responsible for achieving the organization’s goals.
  • Ensure appropriate public participation in the formulation of Council policy.
  • Develop effective relationships with officials at the Territorial, Federal, and municipal levels.
  • Build relationships with relevant agencies and business organizations.
