Are you a passionate leader with a commitment to community development and housing management? The Ross River Dena Council is looking for an enthusiastic Housing Manager to oversee our housing operations and make a meaningful impact in the lives of our community members.

As the Housing Manager, you will play a crucial role in ensuring safe, well-maintained housing for our residents while fostering strong tenant relations.

The Housing Manager is responsible for overseeing the maintenance department, housing committee, and all tenants within Ross River. This role ensures the effective management of housing operations, maintenance, and tenant relations while working closely with a large team. The Housing Manager will provide leadership, strategic planning, and operational oversight to ensure safe, well-maintained housing for community members.

KEY RESPONSIBILITIES

  • Promotes the Ross River Dena Council’s Vision and Value Statement.
  • Abides by RRDC’s Administration policies and procedures manuals.
  • Maintains confidentiality and Code of Ethics and Conduct.
  • Effective management of housing operations, maintenance, and tenant relations
  • Supervises and manages the Housing Program Department staff.

MAIN DUTIES AND RESPONSIBILITIES

-> LEADERSHIP, SUPERVISION

  • Manage, train and supervise housing staff, including maintenance personnel,
  • Ensure reporting employees are aware of Occupational Health and Safety manual, policies, acts and regulations
  • Take every reasonable precaution in the circumstances for the protection of reporting employees
  • Provide guidance and support to the housing committee,
  • Foster a collaborative and efficient work environment,

-> HOUSING OPERATIONS & MAINTENANCE

  • Oversee the maintenance department to ensure timely repairs and upkeep,
  • Plan and oversee the project management of new housing construction and renovation projects, including coordination of applications, cost estimates, permits, reporting and other related documentation.
  • Develop and implement housing policies and procedures,
  • Ensure compliance with housing regulations and safety standards,

-> TENANT RELATIONS & COMMUNITY ENGAGEMENT

  • Manage tenant applications, lease agreements, and rental payments,
  • Address tenant concerns and resolve disputes professionally,
  • Work closely with community members to promote housing stability,

-> FINANCIAL & ADMINISTRATIVE MANAGEMENT

  • Develop, track and manage the housing budget,
  • Maintain and oversee all records including payment, receipts, wait list, repairs, maintenance, etc.
  • Prepare reports for the Executive Director and housing committee,
  • Seek funding opportunities and oversee housing-related grants,

QUALIFICATIONS & EXPERIENCE

-> EDUCATION/ TRAINING/ CERTIFICATION

  • Required qualifications: Diploma, or degree in Housing Management, Business Administration, Property Management, Indigenous studies, or related field
  • Assets: Certified Professional in Project Management, licensed trade, etc.

-> EXPERIENCE, KNOWLEDGE AND SKILLS

  • Significant and direct experience in housing management or related field.
  • Proven experience supervising staff and working with large teams.
  • Strong knowledge of housing policies, maintenance operations, and tenant relations.
  • Excellent communication, leadership, and problem-solving skills.
  • Ability to work collaboratively with community members, staff, and leadership.
  • Ability to work independently with minimal supervision.
  • Demonstrated Project Management experience including budgeting and planning.
  • Exceptional organizational, interpersonal and time management skills with the ability to prioritize a high volume of workload in a demanding fast paced environment.
  • Ability to maintain diplomacy, tact and confidentiality in dealing with sensitive and complex issues in dealing with a variety of people and information.
  • Knowledge of Indigenous Services Canada (ISC) and Canada Mortgage and Housing Corporation (CMHC) Housing Programs.
  • Working knowledge of Federal/Provincial legislation and regulations that include but not limited to the National Building Code, Canada Labour Code & Health & Safety regulations, Canadian Human Rights Code, Landlord and Tenant Act.
  • High proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, Outlook)
  • Must be capable of working flexible hours inclusive of evenings and weekends when required. Willingness to travel for meetings when required.

  • Class 5 (minimum) Yukon Driver’s license, with Driver’s Abstract
  • Criminal record check
