Position: Kaska Liaison Officer

Location: Silvertip Mining Operation, British Columbia, Canad

For the Silvertip Mine in Northern British Columbia, the Kaska Liaison Officer (KLO), is a key employee involved in the project development of the mine. The KLO is the key owner for collaboration, creation, and execution of community engagement initiatives with local communities and Coeur Silvertip stakeholders. Experience with indigenous communities, partnerships, planning and implementing programs and training for community members, along with strong organization and communication skills are essential requirements for this position. The KLO will provide a communication link between Kaska citizens community members and Coeur Silvertip respecting the Silvertip project. The KLO will also help the Kaska address their environmental and other concerns and interests relating to the Silvertip project. Responsibilities include, but are not limited to:

Safety Compliance

  • Demonstrates knowledge and understanding of all safety policies and procedures affecting Silvertip operations.
  • Demonstrates safety leadership and establishes a safety culture in support of department, site, and company standards.
  • Ensure that in all aspects of the operation, environmental policies and practices are followed keeping the preservation of the natural environment a prior.

Teamwork

  • Establish and maintain two-way communication channels with Supervisor and fellow employees to achieve an effective working relationship and culture of teamwork.
  • Communicate with management to develop solutions and solve problems.
  • Effectively communicates with all stakeholders through regularly scheduled meetings and at key points in the project.
  • Adhere to the expectations and principles derived from the Cross-Cultural Training program.

Position Requirements

  • Coordinate, track, and manage internal and external reporting obligations and commitments.
  • Review deliverables to ensure alignment with community expectations and interests.
  • Coordinate and participate in community engagement events, meetings, and site tours.
  • Participate in and monitor site-level data on social performance and risk management, including baselines, impact assessments, risk registers, and engagement tracking.
  • Identify and communicate potential risks, ensuring appropriate mitigation.
  • Implement community programs and partnerships consistent with Coeur Silvertip policies, site realities, and community priorities.
  • Maintain Coeur Silvertip’s overall relationship with local Indigenous communities in keeping with Coeur’s values of Safety, Protect, Develop, and Deliver.
  • Identify and implement outreach programs that achieve the goals and commitments of the SEPA.
  • Develop strong tracking, analytics, and reporting of Indigenous (Kaska) employees and SEPA commitments.
  • Work closely with local Employment Officers and Coeur Silvertip Human Resources to identify and pre-screen Kaska candidates for employment opportunities.
  • Coordinate local job fairs and information sessions in support of Indigenous employment.
  • Participate, present, and consult with Indigenous leadership on SEPA and related technical working groups as requested by the Operations Manager, Environment & Permitting Manager, or Coeur Advisory Committee (CAC).
  • Develop, maintain, and update a Kaska Workforce Directory of members who are, or who wish to be, active in the labor force.
  • Inform the CAC of any grievances or unresolved issues identified by Kaska citizens, including barriers to employment.
  • Make recommendations to the CAC regarding workplace retention of Kaska and other Indigenous community members.
  • Develop and provide, where approved by the CAC, training modules for Kaska citizens (e.g., communications, computer literacy, teamwork, critical thinking, and life skills).
  • Identify available government assistance or subsidy opportunities to support training initiatives.
  • Support inclusion of cross-cultural training in mine-site employee orientation.
  • Assist with the preparation and delivery of the annual SEPA implementation and project progress report in a Kaska community.
  • Provide periodic reports to the CAC and Kaska leadership (Dease River First Nation, Liard First Nation, and others) regarding KLO activities.
  • Serve as liaison for training initiatives and other partnership programs.
  • Maintain tracking systems on agreement commitments and activities.
  • Maintain and populate engagement databases to ensure accurate, up-to-date records of activities and follow-ups.
  • Manage daily correspondence and recordkeeping related to SEPA.
  • Perform other related duties as required.
  • QUALIFICATIONS/EXPERIENCE:
  • Confirmed Kaska citizenship.
  • Experience in administration and data management.
  • Strong analytical, speaking and writing skills.
  • Strong presentation and facilitation skills.
  • Self-starter.
  • Collaborative team player.
  • Detail-oriented.
  • Ability to travel to local communities as needed.
  • Ability to work well in a fast-paced environment with multiple and sometimes changing priorities.
